ADPR POLICY & PROCEDURES:
ADPR WILL HAVE NO MEMEBERS AND BE GOVERNED BY A BOARD OF DIRECTORS AS SHOWN IN ARTICLES OF INCORPORATION.
POLICIES AND PROCEDURES MAY ONLY BE CHANGED BY A MAJORITY VOTE OF THE BOARD OF DIRECTORS.
I. INTAKE OF ANIMALS
A. Intake General Guidelines 1) Puppies under 4 months of age 2) Adults under 5 years of age 3) Adults over 5 years of age need board approval 4) Pregnant or nursing moms B. Evaluating personnel are designated by the board and/or officers. C. Two evaluating personnel must approve the intake of any new animals four months and older. D. All animals will be given intake numbers, which will be assigned by the secretary. E. No animal will be rescued that has any history of aggression towards people. F. Animals with any possibility of contagious disease or illness must be evaluated by vet within 24 hrs of intake and quarantined until treatment is completed or animal is euthanized. G. Any dog returned after the 10 day adoption period will be re-screened and a return form completed.
II. INTAKE OF PUPPIES (twelve weeks or younger)
A. Evaluate puppies and make sure they look healthy - they should be eating, drinking, and have firm stools. B. De-worm evaluated puppies that are at least 4 weeks old. C. Vaccinate two days after de-worming puppies if they are 6 weeks or older. D. Spay / Neuter puppies three days after vaccinating if they remain healthy. E. Evaluate puppies for two days after altering before putting up for adoption.
III. FOSTER HOMES A. All foster homes are subject to inspection by foster home coordinators or ADPR board members. B. Foster home must complete foster agreement. C. Foster home must sign statement agreeing to abide by all city and borough animal control regulations, including Title 24. D. Foster homes are responsible for all care of animals. If veterinary care is required, authorization must be obtain by a foster home coordinator or by an ADPR board member. Requirement for authorization is waived in the case of emergency that is considered life threatening. E. A foster packet will be given to each foster home when they foster their first dog.
IV. ANIMAL CARE A. All dogs must be properly restrained at all times. B. Animals must be provided with fresh water twice per day. C. Animals must be fed properly, to include nutritional and daily allowances for good health. D. All kennel areas must be cleaned daily. E. Animals must be sheltered appropriately, which must include a dog house with proper bedding. If they are short-haired animals, they must be kept in a warm environment. F. ADPR will maintain credit card authorization at vet clinics of ADPR's choice in the Valley, E.R / Chugach and Anchorage for emergency dog care. G. Officers and Board members can approve $150.00 towards medical care. Further expenses must be approved by three (3) board members.
V. ADOPTIONS A. A responsible adopter: 1) Is one who provides for the physical, behavioral and psychological needs of the animal during the full course of the animal's lifetime. These needs include, but are not limited to: • preventative and curative veterinary care • adequate and sanitary housing • a nutritionally balanced diet • appropriate grooming • sufficient training to ensure the animal's safety and acomfortable lifestyle for both the animal and the caregiver • daily companionship and attention • adequate exercise and rest 2) Obeys the laws relating to animal care and control. 3) Will contact ADPR if he or she can no longer take care of the animal. B. Animals will only be placed with adults of legal age. C. All adopters must complete adoption agreement & questionnaire. D. ADPR may request permission to visit the site where the adopted animal will be housed. Should the placement of adopted animal be deemed inappropriate, ADPR will initiate action to remove said animal. E. Adopted animals must have an adequately fenced area or some other provision for exercise under humane conditions. Tethering a dog outside for extended periods is not considered to be either adequate or humane. F. The adopter will be given an Adoption Package consisting of basic care and information. G. The Adopter is responsible for obtaining permission from his/her landlord before an animal will be placed with persons living in rental housing or in a mobile home park. H. The Adopter must understand that it may take an animal three weeks or more to adjust to and feel safe and comfortable in new surroundings. I. The ADPR reserves the right to refuse an adoption if they believe the placement of the animal would not be in the best interest of the animal. J. Under no circumstances will the adopter give up the animal to any animal control facility. ADPR will assist in new placement of the animal if the adopter is no longer able to keep the animal.
VI. SPAYING & NEUTERING A. All dogs and puppies will be altered prior to adoption. B. The female dog of litters given to ADPR will be spayed.
VII. EUTHANASIA A. Any animal that has bitten a human in an unprovoked manner will be turned over to animal control to be dealt with according to law. B. Animals that show tendencies toward aggressive behavior will be evaluated by at least two ADPR personnel before a decision can be made to euthanize; the board must approve the euthanization C. No animal will be euthanized solely to make room for more animals. D. Animals exhibiting behavior, which is deemed unsuitable for adoption, will be euthanized or placed in an approved animal sanctuary. E. Any animal suffering from an unrecoverable illness or medical injury that is causing that animal enough pain to interfere with ability to enjoy life will be euthanized.
